What GAPP covers — services provided in the home
GAPP funds two main categories of in-home support for eligible children: skilled nursing and personal care. Coverage is based on medical necessity and prior authorization. Eligible children enrolled in Georgia Medicaid typically have no cost for covered GAPP services; any cost-sharing on the Katie Beckett pathway is determined by the Katie Beckett Medicaid team.
Category 1
Skilled Nursing Services
Performed by licensed RNs and LPNs under physician-directed plans of care.
Skilled nursing services are provided by licensed registered nurses (RNs) and licensed practical nurses (LPNs). All skilled nursing care is delivered under a physician-ordered plan of care and documented in accordance with Georgia Medicaid requirements.
- Ventilator management and monitoring
- Tracheostomy care and suctioning
- Gastrostomy/nasogastric tube feeding management
- Medication administration (including IV medications when ordered)
- Wound care and dressing changes
- Vital sign monitoring and assessment
- Catheter care and management
- Seizure monitoring and response protocols
- Post-surgical nursing oversight
- Clinical documentation and physician communication
Category 2
Personal Care Services
Performed by personal care aides (PCAs) under supervisor oversight.
Personal care services support the child's activities of daily living and are provided by trained personal care aides (PCAs). PCAs operate under the supervision of a qualified supervisor and follow the authorized plan of care.
- Bathing, grooming, and personal hygiene assistance
- Dressing and undressing
- Toileting and continence care
- Mobility assistance and transfer support
- Meal preparation and feeding assistance (non-tube)
- Light housekeeping related to the child’s care
- Medication reminders (non-administration)
- Transportation to medical appointments (in some cases)
Important Limitations
What GAPP Does Not Cover
Services outside the scope of the GAPP benefit. When in doubt, contact us before services begin.
Institutional care (GAPP is specifically for home-based services)
Services that do not meet medical necessity criteria as reviewed by Alliant
Experimental treatments or therapies
Services provided by a family member (family members cannot be paid as GAPP caregivers in most cases)
Non-medical transportation beyond scope of authorized services
Common Questions

Physical, occupational, and speech therapy are separate Medicaid benefits and are not billed through GAPP. However, a child enrolled in GAPP can receive both GAPP services and therapy services through their Georgia Medicaid benefits concurrently.
In most cases, family members cannot be paid as GAPP caregivers under standard Georgia Medicaid rules. Exceptions may apply in certain circumstances; contact us to discuss your specific situation.

Durable medical equipment (DME) is a separate Medicaid benefit category. DME such as ventilators, wheelchairs, feeding pumps, and pulse oximeters may be covered under your child’s Georgia Medicaid benefits separately from GAPP services.
